HRO stands for Human Resources Outsourcing — a service model where a business delegates specific HR functions to an external HR provider. Unlike a staffing agency or a PEO, an HRO does not involve a co-employment agreement. Your business keeps its Federal Employer Identification Number (FEIN), remains the employer of record for your employees, and retains full control over your employment relationships.
Think of an HRO as your à la carte HR department: you choose exactly which HR functions to outsource based on your organization's current needs, budget, and internal capabilities.
